This AIP proposes to upgrade Arbitrum One and Arbitrum Nova to ArbOS 60 Elara. This upgrade includes several innovative Arbitrum features and changes - all of which represent the culmination of months of research and engineering from the Offchain Labs team and is in response to invaluable feedback from the Arbitrum ecosystem of partners, developers, and users. At a high level, the changes being introduced in ArbOS 60 Elara are as follows:

1. A new gas pricing algorithm, called Dynamic Pricing, to track and charge gas prices across multiple resource dimensions. Included in this proposal are permissions for the sequencer operator to change the gas targets within a range to ensure long term stability. This represents a majo
